Reading foreign material has two needs: understanding the whole page, or checking a single term. The browser offers full page translation and select-to-translate, independently switchable.
Full page translation
When you visit a foreign page a translation bar appears in the address bar; click translate. Afterwards the address bar icon switches back to the original or changes the target language.

Select-to-translate
Select text and a floating bar shows the translation, with copy, pronunciation and add-to-vocabulary. Turn it off if it gets in the way.

Automation and exceptions
In translation settings you can mark languages as "always translate", and add sites you never want translated, such as language learning sites.

Can I sign in and fill forms on a translated page?
Yes. Translation only replaces visible text; form fields and the submit target are unchanged.
Technical terms are translated badly — what can I do?
Turn off full page translation and use select-to-translate as needed, or add the site to exceptions and read the original.
